I told him that we do not have a standard charge and I will not be stating a value - very thick accent which was hard to be able to understand fully. Very polite though.

I deal with these calls by keeping it in my phone as a contact, but I give it a silent(none) ringtone, that way they can ring as much as they like but I won't hear. I also black list them, but I never, never answer, which does eventually help.
