They are not government - they are members of the publc making out they are government, and are a contracted outfit only doing government work!! Did not answer the call, but I presume it s Scottish Power, for the same reason as above, to stop being taken over by the other supplier.

Rang 4 times not time to answer.
nHave lots of dodgy calls so not called back. Am told could be linked to a premium rate number.
