This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. There are some dodgy people going around London fixing stickers to peoples doorbells and front doors that say "24/7 LOCKSMITH 07379 253 353". There have been news reports that these type of stickers are used by criminals to identify which properties can later be burgled.
