Seems to be used for some telemarketing call center - this range of numbers 2071934xxx (common feature, they use more numbers of the same range) is mostly reported with robocalls, classical insurance marketing - "have you been in a car accident", mostly something called Sky Expert Guidance team. They usually work for some third company and call with offer of some goods or services for the actual company they were hired for. In this case the number is mostly reported in connection with Three Mobile, could be also calling in the name of another telco operator... Just a call centre.
