This number seems to be used for a classical telemarketing, or it is a directly some general call centre. They usually work for some third company and call with offer of some goods or services for the actual company they were hired for. In this case the number is mostly reported in connection with EE Contact Centre.

Seems to be used for some telemarketing call center - this range of numbers 20813338xx (common feature, they use more numbers of the same range) is mostly reported with Indian call centre reporting as Traffic Management - usual PPI / road accident claims. Just block it if not interested (I use the app from these pages, no problems). Folks did they call you with the same or something new?
