Seems to be used for some telemarketing call center - this range of numbers 2033188xxx (common feature, they use more numbers of the same range) is mostly reported with accident chasers, insurance marketing - "Have you been involved in a car accident that wasn't your fault?". I answered and didn t speak (my usual gig on mobiles too, when called by an unknown or unrecognised number); a man s voice said "hello, hello, hello..." then "la la la la" then hung up.
