They are offering a bill reduction for long-term customers, a sort of loyalty bonus. I got the number of their helpdesk off of my latest bill, so *that* is almost certainly legitimate. What a cheek!, then the same number rings again but this time I answered they hung up without a sound or word spoken. So I give them a couple of missed calls to see if they will call me back, the number dials and rings, but they never call back.
