I have been called twice by this number on my mobile, and no answer message has been left. I have just called it back on my work land line (using 141), and received a message saying I was called today by their "Events Team", who will call me back! I rang the number then got a very long recorded message advertising a service to stop advertising calls.
Sent suspicious text about missed delivery by "Matthew", sent a link to arrange a redelivery, when I entered the link on a separate device, google said that the website is malicious and may try to steal your data and blocked me from opening the site.

IT'S A DANGEROUS SCAM! A computer is dialling numbers in sequence to sniff out voice lines. If you speak then the line is detected as 'an active voice line' and logged as such, a scammer will then be calling you later! If you don't recognize the number calling DON'T SPEAK, JUST LISTEN! If you don't hear a voice and then the line goes dead then congratulations - you have just successfully escaped being scammed! THESE CALLS ARE HARASSING AND ALWAYS POTENTIALLY DANGEROUS!
