I received a text on this number claiming that I had missed a delivery from Fedex. The website address I was supposed to link to looked suspicious and when I checked online didn't match anything on the official Fedex site. Since I am not expecting a delivery I assume that this is a scam.

At best this a company that breaks the PECR regulations by calling people on the TPS list. SCAM. Automated message claiming to be HMRC. Saying they had detected tax fraud in my name, but not mentioning my name, and that I had to press 1 or... at which point I hung up. I would expect if the HMRC were to call me they would ask for me by name.
