Seems to be used for some telemarketing call center - this range of numbers 2038684xxx (common feature, they use more numbers of the same range) is mostly reported with insurance marketing, accident chasers, PPI claims, "car accident which was not your fault". Just block it if not interested (I use the app from these pages, no problems). Folks did they call you with the same or something new, new scope, or still the same story?

Yesterday I had a phone call from someone claiming g to be from the Crime Prevent Unit. He told me had been given my details by Building gas Control at Broadland Council. He asked me if I traded from my address and I said yes. His next question was "is your business doing well?" As I told him I could see no reason to give him that information he muttered something under his breath and hung up. This a scam of some sort and I wish I'd kept him on the line longer to find out but people beware!
