Seems to be used for some telemarketing call center - this range of numbers 12138934xx (common feature, they use more numbers of the same range) is mostly reported with Nationwide, URLIFESTYLE - life style survey, but also life insurance and PPI (insurance claims). Just block it if not interested (I use the app from these pages, no problems). People did they call you with the same or something new? I really don't answer unknown numbers and don't want to call them back...
What a bunch of rude a...holes. Called me twice, answered second call hi, how are you? me - who is this, her CHA, I said I was at work and before I could ask who and what she wanted the phone went down. I am off to block these harassing time wasters.

Line for shared costs, there are more similar numbers reported (just last 2 or 3 digits alternated) - so I assume this should be the same call centre. Similar numbers are reported as a scam offers (in most cases some financial offers or life insurance). For sure some general call centre with telemarketing offers. Did someone answer this one people? No way I would call them back :)
