Why are these calls still allowed? What is Ofcom there for, if not to deal with these pests?

These guys have called me 3 times from 3 different numbers. They have spotted an advert on Gumtree and they continue to call. Really aggressive and unpleasant. Avoid having a conversation with them.

I Got the call twice from this number to my mobile phone within a week. First time its disconnected as soon as I picked the call. Second time someone spoke with me and verified my name by telling the name correctly and asking that have I met with a road accident and claiming. I have replied my name is correct but I didn t met any accident and applying claims. Had a call from a Wayne (over friendly in my opinion) about 4 items purchased prior to Christmas and asking if I d had to return any of the said items, then went on to talk about monthly payments and how I m now in control of what and when I pay. I told him two of the items had been paid for outright. All this information would be on my account, right?The call doesn t sit right with me so will be contacting the company about this call.
