Debt collector, I think this is a check up call from Oxford TV licencing Enforcement Division to check if someone aged over 75 and still forced to buy a licence is still alive, The caller asks for you by name and when you say yes they make some excuse about not being able to hear properly saying they will call back later.

My wife just had a call from this number, asking for payment for money owed to the phone service provider, which she didn't. Then he mentioned two other phones on her account, which she doesn't have. This seems to be some good working money trap, similar numbers are reported as a scam offers (in most cases some financial offers). For sure some general call centre. I recommend to block the whole 08437132xxx range... Did someone answer any number of this range? Don't call them back, it can be very expensive.
