Boiler scammers - Simply answer the call and pretend to be interested in what they are offering. You will probably be passed to a "manager" who will arrange for someone to visit you. Go along with it, make the appointment and when the salesman turns up tell him you are not interested and have wasted their time because they are wasting yours by ignoring the law and cold calling you.
