Not sure tried to call it back and its saying they are but I did call the acutal British Passport office and they have told me that this number is FRAUD! so do not give any information of yours! to 02038597401 this is a fraudulent number. I rang the number 01634250475 & noted when I checked with "who called me" that it stated it was Halifax Bank. So I rang the number and lady with foreign accent answered but she was not employed by Halifax bank so I put the phone down. Hope this helps somewon.

somebody phoned me from this number at 6.26 am on sunday morning and woke me up,returned call no answer,very annoying.
This number called my 90 year old mother posing as the fraud department from the Bank of Scotland. He said 2 lots of money had left her account and they were chasing this up. Thankfully she phoned the bank and it was confirmed that these transactions had not happened. It was a scam, I think to get her personal details, not any account numbers - perhaps identity theft. He phoned her again today apologising for not phoning back yesterday but my mum was very blunt with her replies and he hung up.
